Amends Section 5845 of the Welfare and Institutions Code to modify the Mental Health Services Oversight and Accountability Commission, which oversees implementation of the Mental Health Services Act.

Urges the Governor to consider ensuring geographic representation among California's 10 regions as defined by the 2020 United States Census when appointing the 12 Governor-appointed members to the commission.

Establishes legislative intent that regional representation across the state be achieved on the commission and that underrepresentation of regions could result in their issues not being appropriately addressed in commission decisions.

Directs the Governor to make every attempt to fill vacancies or appointments with representatives from regions that may not otherwise be represented on the commission.
