Creates the Commission on Alternatives to Incarceration within the California Health and Human Services Agency to research alternatives to incarceration, crisis response models, youth incarceration alternatives, reentry programs, restorative justice, and family separation effects in jail and prison systems

Commission consists of 11 members appointed by the Governor (3 members), President pro Tempore of the Senate (4 members), and Speaker of the Assembly (4 members), including community-based service providers, people with lived incarceration experience, and representatives from state departments and agencies

Commission must meet at least five times per calendar year with meetings conducted virtually permitted; compensates members with lived experience at $200 per day while other commissioners serve without compensation but receive travel expense reimbursement

Requires the commission to submit a final report to the Legislature, Governor, and public by February 1, 2024, detailing findings and policy recommendations on alternatives to incarceration
