Authorizes local public agencies certified by the United States Lifesaving Association to use qualified lifeguard personnel to provide lifeguard services at public swimming pools during staffing shortages.

Requires the public agency to be unable to maintain required staffing levels to maintain regular operating hours and acting in good faith to qualify for this exception.

Requires the legislative body of the public agency to make a finding by resolution approving use of qualified lifeguard personnel for no longer than 12 months.

Defines "qualified lifeguard personnel" as public agency lifeguards with USLA training, certification in first aid and CPR, and additional pool-specific crossover training including spinal injury treatment, floatation device use, pool extraction techniques, and submerged rescue techniques.
