Expands the Elder California Pipeline Safety Act of 1981 to include intrastate pipelines used for transporting carbon dioxide, defined as a fluid consisting of more than 90 percent carbon dioxide molecules compressed to a supercritical state.

Grants the State Fire Marshal exclusive safety regulatory and enforcement authority over intrastate carbon dioxide and hazardous liquid pipelines.

Requires the State Fire Marshal to adopt regulations by January 1, 2025, establishing procedures for maintaining, testing, and inspecting mainline valves and check valves on intrastate hazardous liquid and carbon dioxide pipelines.

Exempts intrastate gas pipelines regulated by the Public Utilities Commission and certain carbon dioxide pipelines including those offshore, in production facilities, or transported by flow line or vehicle.

Declares no state reimbursement is required because any local agency costs result from new criminal penalties under the act.
