Amends Section 11 of Chapter 86 of the Statutes of 2022 (SB 357) to preserve amendments made by AB 1337 to Section 99171 of the Public Utilities Code regarding BART policing responsibilities

Changes the effective date threshold from January 1, 2022 to January 1, 2023 for when both SB 357 and AB 1337 must be enacted and become effective

Ensures that AB 1337's amendments authorizing BART prohibition orders for infractions on properties where BART has policing responsibilities are retained instead of being deleted by SB 357

Section 8.5 of SB 357 incorporates the combined amendments to Section 99171 and becomes operative only if both bills are enacted and effective by January 1, 2023, with SB 357 enacted after AB 1337

Prevents Section 8 of SB 357 (which would delete the AB 1337 amendments) from becoming operative when the conditions are met
