Authorizes the Insurance Commissioner, their deputy, or designated department employees to convene meetings with insurance company and self-insured employer representatives to discuss suspected, anticipated, or completed acts of insurance fraud.

Expands authority to allow district attorneys to convene similar meetings with insurance companies and self-insured employers, with required attendance by the Commissioner, their deputy, or designated Fraud or Legal Division employees (limited to one meeting per month per district attorney).

Protects participants from civil liability for libel, slander, or other causes of action when sharing information at these meetings if a Commissioner representative is present, antitrust law guidelines are provided, and there is no fraud or malice by participants.

Requires that any fraudulent claim reports based on information from these meetings comply with existing reporting requirements under Insurance Code sections 1872.4 and 1877.3 and applicable regulations.

Allows the Commissioner to share information about suspected fraudulent claims with district attorneys who have written agreements with the department for investigating and prosecuting insurance fraud.
