Requires the State Department of Public Health to implement a public awareness campaign on Alzheimer's disease for consumers, caregivers, health care providers, and unpaid caregivers including family and friends.

Campaign must be informed by the State Department of Public Health's latest edition of the California "Alzheimer's Clinical Care Guideline."

Allows the department to award contracts on a sole source basis without compliance with the Public Contract Code when necessary to implement the campaign.

Establishes legislative findings that 2.2 million Californians are impacted by Alzheimer's disease, the third leading cause of death in California, with significant disparities in detection and diagnosis among at-risk populations.

Notes that unpaid caregivers in California provided 4.14 billion hours of care in 2013, valued at approximately $57 billion.
