Requires parking citation processing agencies to establish a forgiveness program for persons experiencing homelessness, effective for violations issued on or after July 1, 2023.

Mandates forgiveness of at least $1,500 in annual parking fines and fees per homeless applicant, with eligibility verified through homeless services providers or continuums of care.

Requires processing agencies to provide information about the homeless forgiveness program on their internet websites, at payment counters, and on telephone recordings in a clear and accessible manner.

Requires processing agencies to collect and maintain data on applications received, total citations waived, and total penalties forgiven, with reports due to the California Interagency Council on Homelessness by March 1, 2024, and annually thereafter.

Maintains existing payment plan requirements for indigent persons, including monthly installments of no more than $25 for amounts under $500, waiver of late fees, and a $5 or less processing fee.
