Limits the Governor's power to suspend regulatory statutes and state agency rules during emergencies to only those suspensions directly connected to the specific conditions of the proclaimed state of emergency or state of war emergency.

Restricts temporary suspension of nonsafety regulations on food, pharmaceuticals, and emergency essentials delivery to suspensions related to the specific conditions of the proclaimed state of emergency.

Restricts temporary suspension or modification of public health, safety, zoning, or intrastate transportation laws for disaster victim housing to suspensions connected to the specific conditions of emergency proclaimed by the Governor and declared by the President.

Adds conforming language to Sections 8571, 8627.5, and 8654 of the Government Code to ensure gubernatorial emergency powers are exercised only in relation to the actual emergency conditions proclaimed.
