Prohibits any person or entity from selling, giving, or furnishing single-use electronic cigarettes to anyone in California, effective January 1, 2024.

Applies to all transactions including in-person sales and shipments or deliveries to addresses in California.

Authorizes city attorneys, county counsels, or district attorneys to assess civil fines of $500 per violation.

Exempts single-use electronic cigarettes that have received a marketing order from the U.S. Food and Drug Administration.

Requires prevailing plaintiffs in enforcement actions to be awarded reasonable attorney's fees and costs.
