Amends the Classified School Employee Summer Assistance Program and establishes the Classified Community College Employee Summer Assistance Program, allowing classified employees to withhold up to 10% of monthly pay during the academic year to receive matching state funds during summer recess.

Defines "month" as 20 days or 4 weeks of 5 days each, including legal holidays, for determining employee eligibility under both programs.

Extends through the 2024–25 school year the exclusion of hours worked due to COVID-19 pandemic-related academic year extensions from the employment month calculations that determine program eligibility.

Requires community college districts and school districts to elect participation by January 1, with classified employees enrolling by March 1 and receiving notification of state match amounts by June 1 during fiscal years with appropriations.

Specifies that state match funding is not considered compensation for retirement benefit calculations under CalPERS or CalSTRS.
