Amends Government Code Section 85315 to impose campaign contribution limits on elected state officers when opposing recall measures and recall elections, while preserving unlimited contributions for elected county and city officers.

Elected state officers must comply with standard campaign contribution limits under the Political Reform Act of 1974 when opposing recalls, whereas county and city officers may accept contributions without regard to contribution limits.

Voluntary expenditure limits apply to elected state officers opposing recalls but do not apply to county and city officers opposing recalls.

Committees formed to oppose recalls must dissolve within 30 days after the recall petition fails or the recall election concludes, with remaining funds expended for purposes specified in Section 89519.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and states no state reimbursement is required for local agencies or school districts as any costs result from changes to crime definitions.
