Establishes the California State University Jump Start Grant Program to increase tenure-track and full-time/part-time limited term bilingual faculty at accredited schools of education offering bilingual authorization programs.

Provides $5,000,000 annually for five consecutive fiscal years beginning in the 2023-24 fiscal year to recruit and retain bilingual faculty at California State University schools of education.

Requires the Chancellor's office to allocate grant funds competitively and develop grant application and selection criteria by March 1, 2023; schools must demonstrate need, commit to matching funds, and identify schools with 15% or more English learner enrollment for clinical experiences.

Schools of education receiving grants must submit annual progress reports to the Chancellor's office, and the Chancellor must submit a final report to the Legislature and Department of Finance by July 1, 2028 detailing faculty hired, goals met, and funding sustainability plans.

Grant funds must supplement, not replace, existing state or federal funds; provisions become operative only upon legislative appropriation.
