Requires community colleges to directly place and enroll high school graduates into transfer-level English and mathematics courses by July 1, 2023, regardless of background or special population status.

Mandates use of high school transcript data as the primary placement method, with self-reported information used when transcripts are unavailable, eliminating reliance on placement tests for high school graduates.

Prohibits community colleges from recommending or requiring pretransfer-level coursework unless students are highly unlikely to succeed in transfer-level courses and the pretransfer coursework will improve their probability of completing transfer-level requirements within one year.

Requires community colleges to verify by July 1, 2023 that any transfer-level English or mathematics course placement satisfies the student's degree requirements or transfer major requirements, or demonstrate it improves completion probability.

Directs the Chancellor's Office to create and annually update a public dashboard by July 1, 2023 displaying multiyear student completion data for transfer-level English, mathematics, and ESL courses disaggregated by college and student subgroup beginning with 2015 data.
