Allows cyclists age 18 and older on two-lane highways to yield instead of stop at four-way stop intersections, provided they give way to vehicles and pedestrians and proceed only when safe.

Imposes a warning citation (instead of infraction) for cyclists under 18 years old on a first violation of stop sign requirements.

Mandates the California Highway Patrol Commissioner submit a report to the Legislature by January 1, 2028, analyzing collision data, injury rates, and safety impacts of the new bicycle rules.

Provisions expire January 1, 2029, with no state reimbursement required for local implementation costs.
