Requires the Superintendent of Public Instruction to allocate one-time funding for purchase of standards-aligned instructional materials in visual and performing arts and world languages for kindergarten through grade 12, subject to Budget Act appropriation.

Directs funding to be apportioned to school districts, county offices of education, charter schools, and state special schools based on equal amounts per unit of regular average daily attendance as reported for the 2019-20 fiscal year.

Allows funded amounts to be expended through fiscal year 2025-26 for professional development aligned to adopted content standards and for instructional materials including musical instruments and digital platforms for instruction.

States legislative intent that funded materials and professional learning opportunities reflect California's cultural diversity and the world's cultural diversity, and that professional development be high quality.

Makes funding subject to annual audits required under Education Code Section 41020.
