Expands the definition of "protected disclosure" under the California Whistleblower Protection Act to include complaints made to a Member of the Legislature, the Legislature, or any subdivision thereof.

Adds legislative complaints to existing protected disclosures, which previously included communications to the California State Auditor's Office and the Commission on Judicial Performance.

Applies protections against retaliation, threats, coercion, and similar acts to employees who make these expanded protected disclosures to legislative bodies.

Specifies that no state reimbursement is required for local agencies or school districts since any costs result from changes to criminal definitions under Article XIII B of the California Constitution.
