Extends notice periods by 12 calendar days when serving documents by mail to Safe at Home program participants, and adds 5 court days for defendants to respond in summary possession actions when service is through the program.

Revises Safe at Home application requirements to specify that information about other parents must be "legally established" and allows applicants to leave this section blank if no other parent has been established.

Extends from 7 to 30 days the notice requirement for address changes and legal name changes, and requires the program to attempt phone and email contact before terminating participants due to undeliverable mail.

Allows program participants who relocate out of state to remain enrolled for 60 consecutive days if moving to a state with an address confidentiality program, or for the remainder of their certification term if moving to a state without one.

Expands prohibitions on posting or displaying participant information to cover all public spaces (not just internet), clarifies that disclosure alone may constitute a threat, expands penalties for posting personal information with intent to incite violence or intimidate, and creates a rebuttable presumption protecting location information in civil discovery.

Establishes that Safe at Home certification is not evidence that minor children are at-risk in the participant's care.
