Expands the child care exemption from welfare-to-work requirements for parents and relatives with primary responsibility for children from 3 years old to 2 years old or younger, allowing up to 24 cumulative months of exemption instead of 36 months.

For two-parent families, limits the exemption to only one parent and allows parents to notify the county which parent is claiming it; requires the Department of Social Services to develop an allocation method if parents do not designate.

Adds a new 4-month exemption for recipients disabled by pregnancy, childbirth, or related medical conditions, with county authority to extend the period based on health care provider statements.

Requires counties to provide exempted individuals with notice of action, a voluntary participation form, and a welfare-to-work plan template; deems the plan adopted if the county fails to act within 30 days.

Prohibits state appropriations under existing continuous funding authority for implementing these provisions; reimbursement for state-mandated local costs shall proceed through established statutory procedures.
