Names the center for research into firearm-related violence the "California Firearm Violence Research Center at UC Davis" and grants it access to criminal history, firearm registry, restraining order, ammunition purchase, and firearm precursor part purchase data maintained by the Department of Justice for academic and policy research purposes.

Requires researchers using individually identifying material to have institutional review board approval, limits data use to research and statistical activities only, prohibits identifying specific individuals in publications, and allows the Department of Justice to bill reasonable processing costs.

Expands the prohibition on bringing loaded firearms and other weapons to the State Capitol to include the state office building at 1021 O Street in Sacramento, making violations punishable as either a misdemeanor or felony.

Authorizes the Department of Justice to provide firearm violence research data to other nonprofit accredited research institutions studying violence prevention, subject to the same restrictions on identifying individuals and research use requirements.

Appropriates $10,000 to the Department of Justice to implement the firearm research center provisions; declares the bill takes effect immediately as a budget-related measure.
