CSAAVE must establish regulations by January 1, 2024 requiring postsecondary institutions to provide specified information when applying for Title 38 award program approval or renewal.

Institutions must disclose their most recent cohort default rate reported to the U.S. Department of Education, accreditation status, and evidence of financial responsibility (except UC, CSU, and community colleges).

Institutions must report whether students, former students, or public prosecutors have filed fraud, misrepresentation, or deceit lawsuits against them within the five years before application, including both pending and resolved cases.

For institutions claiming to prepare students for licensed or certified professions, institutions must disclose state licensing approval status, whether they meet requirements for student licensure, license/certificate passage rates, and employment market assessments for nondegree programs.

Institutions may satisfy application requirements by submitting copies of or referencing previously submitted documents, including School Performance Fact Sheets, federal submissions, or prior CSAAVE applications.
