Requires the California Building Standards Commission and Department of Housing and Community Development to research and develop mandatory building standards for installing electric vehicle charging stations (low power level 2 or higher) in existing multifamily dwellings, hotels, motels, and nonresidential buildings during retrofits, additions, and alterations to parking facilities

Standards apply only when a building permit is required and other significant construction or repair is taking place on existing parking facilities

Building standards must be reviewed every triennial code cycle and updated until there is adequate charging availability for near-term EV needs and sufficient capacity to support the goal of 100 percent electric vehicles statewide

Commission and department must consult with stakeholders including the State Air Resources Board, utilities, EV manufacturers, local building officials, property owners, and the building industry during standards development

Provisions take effect with the next triennial edition of the California Building Standards Code and sunset on January 1, 2033
