Deletes requirements for the Department of Motor Vehicles to publish and distribute the complete text of the Vehicle Code every 2 years.

Requires fingerprint or thumbprint verification prior to issuing driver's licenses and identification cards, and mandates original applications be signed under penalty of perjury.

Suspends the prohibition on mail-in driver's license renewals for persons 70 years of age or older until January 1, 2023, when the prohibition is reinstated.

Requires commercial and fleet insurance carriers to electronically report liability insurance policies to the Department of Motor Vehicles by January 1, 2023.

Limits motor carrier identification number requirements to carriers with principal place of business in California, operating from a California terminal, or required to be licensed for hazardous materials transport; exempts rental vehicles meeting federal identification requirements from display requirements.

Appropriates $1,630,000 from the General Fund to the San Francisco Metropolitan Transportation Authority for the Fulton Street Safety and Transit Project west of Arguello Street.
