• Requires written agreements between core recyclers and sellers to include a detailed log describing each catalytic converter received with sufficient particularity so inventory can be matched to descriptions.

• Establishes criminal penalties for violations: first offense $1,000 fine; second offense minimum $2,000 fine with possible 30-day business suspension; third and subsequent offenses minimum $4,000 fine with mandatory one-year business suspension.

• Incorporates provisions from SB 986 and SB 1087 through alternative operative sections that take effect depending on which bills are enacted.
