Annual reports must be submitted by April 1 each year to the legislative body, Office of Planning and Research, and Department of Housing and Community Development.

Contains multiple operative sections that become effective depending on whether companion bills AB 2011, AB 2094, and AB 2653 are enacted, with Section 1.17 incorporating all four bills if all are passed.

Establishes that the Department of Housing and Community Development may request corrections to housing element reports within 90 days and reject reports not in substantial compliance, with planning agencies having 30 days to make corrections.

Exempts the state from reimbursement obligations under Article XIII B of the California Constitution because local agencies have authority to levy fees sufficient to pay for the mandated program.
