Extends trustee's deed recording deadline from 18 to 21 calendar days for mortgage/deed of trust foreclosure sales, and extends it to 60 days if an eligible bidder submits notice of intent to bid, effective January 1, 2022.

Authorizes Cal Expo board to enter a 5-year agreement with Sacramento City and County to use Cal Expo Lot Z property for emergency shelter and services for homeless individuals, with priority given to those illegally camping in American River Parkway high-fire-risk areas.

Allows Metro North Hollywood Joint Development Project property dispositions to use pre-2020 surplus land procedures if completed by December 31, 2024, with judicial challenge extensions available.

Modifies Homeless Housing, Assistance, and Prevention program funding for Rounds 3 and 4, including adjusting tribal applicant deadlines to June 30, 2022, shifting funding focus to service provider capacity building, and extending fund expenditure deadlines to June 30, 2026.

Expands Regional Early Action Planning Grants Program eligibility to include Santa Barbara County Association of Governments, Shasta County Regional Transportation Agency, and Tahoe Regional Planning Agency, and extends fund obligation and expenditure deadlines to June 30, 2026.

Appropriates $30,000,000 from Labor and Workforce Development Fund to the Department of Industrial Relations for strategic enforcement on publicly-funded residential construction projects through June 30, 2024.
