Extends COVID-19 workers' compensation provisions until January 1, 2024 (previously set to expire January 1, 2023) for employees with work-related COVID-19 illness or death.

Expands coverage for firefighters and police officers to include active firefighting members at State Department of State Hospitals, State Department of Developmental Services, Military Department, and Department of Veterans Affairs, plus state hospital officers.

Requires employers to report positive COVID-19 cases to claims administrators within 3 business days, including the test date, workplace location, and highest number of employees at that location during preceding 45 days, with penalties up to $10,000 for false or misleading information.

Establishes "outbreak" thresholds for presumed compensability: 4 employees testing positive at smaller facilities (100 or fewer employees) or 4 percent at larger facilities within a 14-day period, with claims presumed compensable if not rejected within 45 days.

Requires employees to exhaust COVID-19-specific paid sick leave before receiving temporary disability benefits, with no waiting period for benefits once sick leave is exhausted.
