Requires applicants for licensure as marriage and family therapists, educational psychologists, licensed clinical social workers, and licensed professional clinical counselors to complete 3 hours of training in telehealth provision of mental health services, including law and ethics, on or after July 1, 2023.

Requires existing licensees to complete the 3-hour telehealth training as a one-time requirement before their first renewal after July 1, 2023, or upon reactivation/reinstatement of an active license on or after that date.

Authorizes associate clinical social workers, associate professional clinical counselors, and clinical counselor trainees to provide telehealth services within their scope of practice.

Changes continuing education requirements for associate registrants by requiring 3 hours of California law and ethics training during each renewal period regardless of exam passage, replacing the prior 12-hour course requirement for those who failed the board-administered exam.

Includes associate professional clinical counselor trainees in the definition of "health care provider" for telehealth delivery purposes under the Medical Practice Act.
