Allows junk dealers and recyclers to purchase bulk merchandise pallets marked with ownership indicia only from the indicated owner, unless the seller provides a receipt or authorization document from the owner.

Permits junk dealers and recyclers to acquire good faith possession of merchandise pallets when the seller represents that the indicated owner cannot be located or has failed to retrieve them timely.

Requires junk dealers and recyclers to notify the indicated owner of good faith possession by mail or email, and allows them to charge reasonable storage fees if the owner demands return within 35 calendar days.

Deems the owner to have relinquished possession of pallets after 35 calendar days from notification, allowing the junk dealer or recycler to sell the pallets or continue charging storage fees.

Requires the seller to retain a copy of the good faith possession notice for at least 2 years, which must include the date, dealer/recycler contact information, pallet location, quantity, and relinquishment date.
