Authorizes a recognized 501(c)(3) nonprofit organization representing Gold Star Families to plan, construct, and maintain a monument to Gold Star Families of California on the State Capitol grounds in consultation with the Department of General Services.

Requires the Department of General Services to review design plans, ensure Americans with Disabilities Act compliance, approve California Environmental Quality Act documents, review construction documents, prepare permits and maintenance agreements, and inspect all construction work.

Mandates the nonprofit organization submit a monument plan to the Joint Rules Committee for approval before construction begins.

Requires Joint Rules Committee and Department of Finance to approve the plan and confirm sufficient private funding is available for construction and maintenance.

Monument planning, construction, and maintenance must be funded exclusively through private sources with no state appropriation.
