Expands exemption from California Pollution Control Financing Authority review to include issuances subject to ratepayer advocate review of electric rates (in addition to existing water and wastewater rate exemptions).

Authorizes the authority to charge additional nonrefundable fees to cover expenses of retaining an independent financial advisor to review applications when verification of all stated requirements is needed.

Maintains existing procedures requiring the authority to act on completed applications within 60 days and to provide written explanations for any refusals to qualify issuances.

Preserves the authority's requirement to submit annual reports to the Legislature by March 31 detailing applications, qualified issuances, bond sales, interest rates, and comparisons with comparable debt issuances.
