Requires the Department of Motor Vehicles to issue restricted identification cards by July 1, 2027 to applicants unable to prove authorized U.S. presence but who provide satisfactory proof of identity and California residency.

Removes the requirement for recognizable features (such as "DP" or "IC" markings) on restricted driver's licenses and identification cards.

Prohibits government agencies, law enforcement, commercial entities, and other persons from obtaining, accessing, using, or disclosing DMV noncriminal history information for immigration enforcement purposes.

Specifies that immigration enforcement does not constitute an urgent health or safety need that would permit law enforcement access to applicant documents without a subpoena or court order.

Updates notices on driver's licenses and identification cards to clarify they do not establish eligibility for employment, voter registration, firearms purchases, or public benefits, and may note federal unacceptability.
