Amends Section 19775.17 of the Government Code to clarify compensation and benefits for state employees ordered to active duty as California National Guard or U.S. military reserve members.

State employees on active duty receive the difference between military pay and their state employee salary (including merit raises) plus all state benefits, for up to 180 calendar days.

Removes references to federal law provisions and instead relies on California law to establish the duration and conditions for active duty compensation.

Requires employees who receive active duty compensation but do not return to state service to repay that compensation as a loan with interest at the Pooled Money Investment Account rate.

Reduces state compensation for employees eligible for federally sponsored income protection programs by the maximum allowable federal benefit amount.
