Adds resource conservation districts to the list of entities entitled to late payment penalties under the California Prompt Payment Act at a rate of 10 percent above the United States Prime Rate.

Excludes resource conservation districts from the 30-day payment approval date extension that applies to Department of Forestry and Fire Protection contracts during annually declared fire seasons.

Ensures resource conservation districts remain eligible for late payment penalties even when the Director of Finance suspends penalties due to major calamities, disasters, or criminal acts.

Defines "resource conservation district" as any district established under Division 9 (commencing with Section 9001) of the Public Resources Code.
