Authorizes up to 2 local educational agencies to operate extended school year programs for migratory pupils in kindergarten through grade 6 who enroll on or after March 1 and depart on or before December 1 of the next school year, effective January 1, 2024.

Allows participating local educational agencies to receive average daily attendance funding under Section 46300 for qualifying migratory pupils, including funding from P-2 through June 30.

Requires extended school year programs to match the length of regular summer school days, be comparable in standards and quality to regular school year instruction, and be conducted in-person rather than as independent study.

Permits local educational agencies to supplement the program with existing migrant education summer school funding and to enter into memoranda of understanding to transfer funds between districts.

Mandates annual reporting to the State Department of Education on pupil characteristics, academic support services, outcomes, and all funding sources used for the program.
