Requires the California Department of Transportation to consult the California Healthy Places Index before using state funds or personnel time to fund or permit freeway projects.

Prohibits state funding or personnel time for freeway projects in census tracts scoring in the zero to 40th percentile on housing cost burden and air quality indicators (low-income homeowner/renter severe housing cost burden, PM 2.5, and diesel PM).

Defines covered "projects" as freeway widening, interchange expansion facilitating industrial/warehouse traffic, freeway extensions, and resident/business displacement resulting from freeway work.

Exempts multimodal transit expansion, auxiliary lanes under two miles, intelligent transportation technologies, and public safety or infrastructure repair projects from the funding restrictions.

Applies the prohibition only to census tracts with a population density of 5,000 or more per square mile according to the latest U.S. Census data.
