Establishes the Safe Transportation of Dogs and Cats Act, creating Chapter 12 in the Health and Safety Code effective July 1, 2022.

Requires mobile or traveling housing facilities (vehicles used to transport animals) to maintain conditions that do not endanger dogs and cats through heat, cold, inadequate ventilation, lack of food or water, or other circumstances that could cause suffering, disability, or death.

Applies to public animal control agencies, shelters, societies for the prevention of cruelty to animals shelters, humane society shelters, and rescue groups that have cooperative agreements with private or public shelters.

Addresses California's extreme temperatures and climate change impacts on animals being transported by requiring protection from adverse weather conditions during transit.
