Renames the "inmate welfare fund" to the "incarcerated peoples' welfare fund" throughout Penal Code Section 4025.

Requires money in the incarcerated peoples' welfare fund to be expended solely for the benefit, education, and welfare of incarcerated people, prohibiting use for required county expenses like meals, clothing, housing, or medical services.

Maintains existing sources of fund revenue including profits from jail commissary sales, 10 percent of gross sales from incarcerated peoples' hobbycraft, and money from telephone company commissions and refunds.

Requires the sheriff to submit an itemized annual report of fund expenditures to the board of supervisors.

Authorizes the sheriff to use fund money to provide indigent incarcerated people with essential clothing and transportation expenses upon release from jail.
