Requires the California Recreational Trails System Plan to include recommended priorities for funding to improve and expand nonmotorized natural surface trails, trail networks, and greenway corridors.

Mandates the Director of Parks and Recreation prepare and provide a full update of the plan to the Legislature on or before January 1, 2024.

Changes reporting requirement from every 2 years to every 3 years following an update to the plan, with reports describing progress in carrying out the plan.

Requires the department to post the plan on its internet website following any update.

Repeals Section 5072.5 and deletes provisions regarding submission of recommended priority system projects to the Governor for budget inclusion and disclosure requirements for private land acquisitions.
