Requires the Department of Toxic Substances Control to review its acute aquatic toxicity criterion as part of a comprehensive evaluation of hazardous waste identification criteria, subject to appropriation in the Budget Act of 2022.

Department's evaluation must assess the continued value and necessity of the aquatic toxicity criterion, the threshold for considering wastes hazardous, and available test methods including calculation-based approaches.

Department must develop recommendations on next steps for the aquatic toxicity criterion, threshold, and test methods, including cost estimates for implementation.

Department shall incorporate its recommendations into the State Hazardous Waste Management Plan required under existing law.
