Requires state bodies under the Bagley-Keene Open Meeting Act to allow all persons to participate in meetings both in-person and remotely via electronic communication.

Defines "remote participation" as participation at a location other than the physical meeting location specified in the agenda through electronic communication.

Requires state bodies to provide opportunities for members of the public to directly address the body on agenda items using both in-person and remote participation methods.

Applies to all public meetings and agenda items except closed sessions, administrative adjudications, California Victim Compensation Board hearings, and certain Public Utilities Commission adjudicatory proceedings.
