Beginning January 1, 2027, electronic applications for original or renewal driver's licenses and identification cards must include a solicitation to enroll in the National Marrow Donor Program (NMDP) registry as a bone marrow or blood stem cell donor.

Applicants who elect to enroll in the NMDP registry consent to having their information transmitted to the NMDP for enrollment purposes, and must complete a separate NMDP application and cheek swab to become registered donors.

The Department of Motor Vehicles must enter into a memorandum of understanding with the NMDP to agree on enrollment question language, donor requirements, and follow-up communication language.

The DMV must electronically transmit weekly to the NMDP the name, address, date of birth, phone number, and email address of all applicants who indicate intent to enroll as bone marrow or blood stem cell donors.

Enrollment through the DMV is voluntary, does not constitute a legal document under the Uniform Anatomical Gift Act, and does not obligate donors to donate if matched.
