FISCal project office must include specific metrics in annual reports to the Legislature from January 1, 2024 through January 1, 2028, including unplanned outages during business hours, user service requests by priority level, and change requests related to federal compliance concerns.

Government Operations Agency must contract for independent verification and validation services for FISCal by January 1, 2024, with the requirement applying to all new, renewal, or amended contracts extending these services.

Annual reports must also document the number of entities still operating legacy systems, their projected retirement dates, and the volume of backlog transactions awaiting input into FISCal.

Section 11866 containing the reporting requirements automatically repeals on January 1, 2028.
