Department of Technology must maximize use of modular contracting for large-scale information technology acquisitions (those exceeding $2,500,000 in estimated total expenditure).

Modular contracting divides acquisitions into successive, interoperable increments with individual cost estimates, budgets, schedules, and performance expectations that can be contracted and built sequentially or in parallel.

Contracts for acquisition increments must be awarded within 180 days after solicitation issuance, with consideration for cancellation if this timeline cannot be met.

Information technology acquisition increments must be delivered within 18 months after the solicitation resulting in contract award was issued.

Department of Technology must develop an oversight process for large-scale modular contracting acquisitions, including approval and monitoring of increment development, cost estimates, strategy planning, and progress reporting.
