Specifies that the State Athletic Commission's executive officer is not liable for discretionary acts taken while performing duties under the act, declaring this is existing law and not a change in law.

Designates the approval of contests and assignment of officials for contests by the executive officer as discretionary acts under Government Code Section 820.2.

Extends the provisions authorizing the commission to employ an executive officer and other personnel until January 1, 2025 (previously scheduled to expire January 1, 2024).

Specifies that no state reimbursement is required because any local costs result from changes to criminal penalties or definitions, which are exempt from reimbursement requirements under Article XIII B of the California Constitution.
