Prohibits California Community Colleges and California State University from inviting sponsored professors employed by colleges or universities funded by countries that have received adverse International Court of Justice judgments regarding destruction of cultural heritage artifacts or sites.

Requests (but does not require) the University of California to adopt the same prohibition on inviting sponsored professors from countries with adverse ICJ cultural heritage destruction judgments.

Prohibits publicly funded museums in California from displaying items or artifacts funded by countries with adverse ICJ judgments regarding cultural heritage destruction, or from sending to or receiving such artifacts from those countries.

Authorizes publicly funded California museums to prohibit display of items or artifacts that are suspiciously funded by countries with adverse ICJ cultural heritage destruction judgments.

Defines "sponsored professor" as a person participating in teaching, research, or public service activities for more than 10 consecutive days (excluding weekends and holidays) in collaboration with California college or university employees or students.
