Appropriates $7,936,000,000 from the General Fund to establish the Learning Recovery Emergency Block Grant for school districts, county offices of education, and charter schools to support learning recovery through the 2027–28 school year.

Requires funds to support academic learning recovery and staff and pupil social and emotional well-being, including tutoring, summer school, mental health services, and programs to address learning gaps and barriers to learning.

Local educational agencies must report interim expenditures by December 1, 2024 and December 1, 2027, with final reports due by December 1, 2029, or forfeit all remaining funds.

Appropriates $650,000,000 from the General Fund to the California Community Colleges Chancellor's Office for the COVID-19 Recovery Block Grant to address student learning loss, mental health services, technology infrastructure, and faculty professional development.

Community college districts must report on employer-sponsored health insurance for part-time faculty by March 1, 2023 and March 1, 2026, and the Chancellor's Office must report on fund usage to the Legislature by March 1, 2024.
