Requires student health insurance coverage provided by institutions of higher education to be treated as individual health insurance coverage beginning January 1, 2024.

Student health insurance policies must comply with nongrandfathered individual health insurance requirements including essential health benefits, annual out-of-pocket limits, and prohibition on annual and lifetime limits.

Exempts student health insurance from guaranteed availability and renewability requirements, specified enrollment periods, and single risk pool rating requirements applicable to other individual health plans.

Requires institutions to provide notices to student enrollees informing them of California's health coverage mandate and directing them to Medi-Cal, Covered California, and other available coverage options.

Defines student administrative health fees charged by institutions as not counting toward cost-sharing requirements for preventive services.
