Amends Section 43571 of the Food and Agricultural Code to remove the 25-mile distance limitation for shipping melons and vegetables in field bins or bulk to adjoining states.

Allows melons and vegetables grown in California to be transported to any adjoining state for processing and packing, provided adequate facilities exist in the destination state.

Requires melons and vegetables to remain untrimmed and unvacuum cooled in California prior to packing.

Mandates growers or shippers obtain a permit from the Secretary of Food and Agriculture and comply with inspection requirements in the destination state.

Permits remain valid for 180 days and may be renewed for successive 180-day periods, with cancellation for non-compliance.
