Amends Vehicle Code Section 21453 to clarify that drivers facing a steady circular red signal must stop but may turn right or turn left from a one-way street onto a one-way street, provided they yield to pedestrians and vehicles.

Modifies Section 21971 to include violations of subdivision (e) of Section 21453 (the new turning provision) as infractions when causing bodily injury to others.

Adds Section 42001.15(b) prohibiting local authorities from issuing fines or penalties for turning violations at a red light recorded by automated traffic enforcement systems (red light cameras).

Maintains the $100 fine for violations of Section 21453 infractions when not recorded by automated enforcement systems.
